This guide demonstrates the range and scope of offshore support vessel activities. It provides guidelines for safety management needed because of their complexity. These guidelines can be applied throughout the multi-disciplinary functions on board.

An underlying theme is safety and environmental management. Whether ashore or afloat the reader is totally aware that a ship at sea is constrained by the conditions prevailing and that planning is an essential part of good seamanship.

20 years have passed since Captain KA Appleby wrote the first Nautical Institute monograph on Operating Offshore Supply and Support Vessels. Since that time there have been many changes in the offshore oil industry both in the UK and overseas.

Support vessels have become larger and more sophisticated as they have kept pace with technological change and also the ever present commercial pressure to carry more tonnage for less cost. Management has become more professional as a result of increased knowledge, stricter legislation and pressure from the market place. Environmental and safety issues have become of significant importance, particularly in the wake of a series of maritime and oil related disasters that include the Piper Alpha catastrophe, Scandinavian Star and the Braer. This raised awareness is ensuring that management standards hitherto seen as satisfactory will no longer be considered acceptable as we enter the 21st century.

In building on the original work by Ken Appleby and bringing it up to date with the changes that have taken place, the present author hopes that this publication will prove to be of assistance to three specific groups: firstly, those who sail or wish to sail on supply and anchor handling vessels; secondly, supply vessel managers; and, lastly, that group of managers and supervisors who charter and operate support vessels and who may not be mariners.

Covers operations in the offshore marine service industry including:

  • platform supply
  • anchor handling
  • manoeuvring
  • towing
  • cargo work
  • mooring
  • stability
  • management

In order to set the scene; brief historical, technological and commercial backgrounds to the industry have been included.
